Uncovering Reasons and Mitigation Efforts to Address the Influx of Unregistered Vehicles in Borongan City, Eastern Samar Philippines: A Case Study

Having the luxury of owning a vehicle is a huge comfort to a lot of people. You may get from one place to another without the hassle of commuting. You can go to your chosen destination on your own time. Having your own vehicle provides you accessibility and efficiency, may it be personal or professional. Filipinos enjoy having their own motorcycle since it is affordable. This provides a huge advantage not just to the people residing in Borongan, Eastern Samar but around the world. Hence, this study aims to know the reasons as to why they are not registering their motorcycles, what are the mitigation efforts of the Land Transportation Office (LTO) and Philippine National Police – Highway Patrol Group (PNP – HPG), what is the opinion of the general public, and the solutions that the people involved can suggest. The researchers would apply a qualitative approach to dig deep as to why motorcycle owners are not registering their motorcycles. The results of this study would enhance the mitigation efforts of the two government agencies, strengthen the policy and importance of registering their motorcycles, and provide road safety in the city of Borongan.
